You may set up an account by clicking on "Set Up Account Now" and enter your name and email address. Within a few minutes, you will receive an email with your User ID (which cannot be changed) and a randomly selected Password (which can be changed).
You will be able to complete the entire registration process online. If you elect to pay the registration fee by credit card ($100.00 plus a $3.00 convenience fee for each registration), the registration will be activated promptly following verification by the State Ethics Commission, and you will not be required to submit any documentation to the Commission. If you elect to pay the registration fee by check, the registration will not be activated until the State Ethics Commission has received a copy of the registration along with a check in the amount of $100.00 for each registration made payable to the State of Maryland. One check can be submitted for multiple registrations but copies of each registration should be submitted to ensure the payment is properly credited to each registration.
Instructions are included with each particular section. Clicking on any word written in red will bring up a separate screen with the definition or instructions pertinent to that word. The registration period runs from November 1 through October 31. Activity Reports are filed twice a year for the periods November 1 through April 30 and May 1 through October 31.
You may make changes or edit the information up until the time that you submit it, and after that, if you need to change any of the information in the online portion of the form, you will need to submit an amendment, which will be appended to your form.
Section 5-205(e) of the State Ethics Law requires the Ethics Commission to provide a training course for regulated lobbyists and prospective regulated lobbyists on the provisions of the Maryland Public Ethics Law. The Law also requires regulated lobbyists to attend training within six months of initially registering as a lobbyist (or if the initial registration is for less than six months, prior to any subsequent registration) and thereafter within two years of the previously-completed training. If you are taking your initial training, then you should complete the "Comprehensive Lobbying Training." If you have already taken the comprehensive lobbyist training (whether online or in person) then you can take the "Regulated Lobbyist 2 Year Update Training" which covers any changes to the law and selective topics of interest.
The training link is located below "History" in the upper left-hand side of the screen. Be sure to finish the entire training session to get a certificate and to ensure the training requirement is met. You can stop the training at the END of any chapter and return to the point you stopped to view the remaining chapters. The training should take 1 to 2 hours to complete.
